Jenny L. Grote, PE, PTOE, PTP
Before launching GroTrans Engineering, LLC, Ms. Grote served the City of Phoenix Street Transportation Department for more than 30 years in progressively responsible positions. In her last year and a half, she was Deputy Director of the Transportation Planning and Programming Division, and previous to that, the Deputy Director of the Street Maintenance Division. Her previous 25 years were in the Traffic Operations Division managing a wide range of traffic control projects for Phoenix.

As an independent contractor to Kimley-Horn, Ms. Grote provides quality control review for Phoenix Sky Harbor International Airport, Sky Train –Stage2 in their various phases of submittal packages to the prime contractor and client; City of Phoenix Aviation Department.

GroTrans was selected as an On-Call consultant for their Qualified Vendor List to do Special Projects. It is a five-year contract, ending in 2023.

Ms. Grote served as a subject matter expert on the following three projects:
City of Surprise Safe Routes to School projects for five elementary schools in the Dysart Unified School District
On-call consultant for Maricopa Association of Governments (MAG) Pedestrian and Bicycle projects within Maricopa County
Snow Properties-Valencia II Subdivision (Chandler, Arizona) Neighborhood Speed Evaluation
City of Phoenix, Arizona (1985 - 2016)
Ms. Grote served as a key staff member in various technical and leadership roles including: Deputy Street Transportation Director, Traffic Engineering Supervisor, Traffic Engineer III and Traffic Engineer II. Her responsibilities included managing more than 400 staff members including engineers, technicians, inspectors, and field workers during her 31-year tenure.
She was responsible for managing a $60 million annual capital improvement projects program and a $30 million daily operating budget. Ms. Grote served as project manager on numerous traffic operations projects funded by federal safety grants offered through the Governor’s Office of Highway Safety and the Arizona Department of Transportation. She coordinated with other governmental agencies, consultants, neighborhood groups, and special task forces on traffic operations and transportation planning issues.

Ms. Grote served as a Transportation Engineer. She prepared transportation planning studies for public- and private-sector clients. Examples of her projects included: Parking and Circulation Studies, Central Business District Access Studies, Safety Improvement Studies, and Traffic Impact Studies for residential and commercial development projects.
